I propose that the level of penalties for traffic offences should be based on income and assets. Reasoning: the point of a penalty is to induce a conditional reflex, so it must hurt everyone equally. You cannot beat an ant and an elephant with the same thick stick. For one, it may mean a drop over the edge of an already tight family budget, depriving innocent family members who depend on him, perhaps even imprisonment, while the other, in mockery of the authorities, would like to add a tip. Wealth brings all kinds of benefits. These should not include the possibility of dangerous behaviour on the road, and vice versa: for some offences, you can quickly deduct a whole month's wages from a worker's salary, which means a whole month's subsistence for a family. Someone will probably say; let them not commit offences if they cannot afford to. That is precisely the point; nobody should be able to afford it.
