I propose that health insurance in Slovenia be reformed as follows: - Abolish the current voluntary supplementary health insurance. - co-payments for health services, medical devices and medicines should be paid according to the following key: (a) if the income per family member does not exceed the gross minimum wage, all family members are exempt from the co-payments b) where the income per family member exceeds the minimum wage but does not exceed the average wage, the co-payment shall be 5 % of the health service, medical device or medicinal product (c) where the income per family member exceeds the average wage but does not exceed twice the average wage, a co-payment of 10 % of the health service, medical device or medicinal product shall be payable (d) where the income per member of the family exceeds twice the average wage but does not exceed four times the average wage, the co-payment shall be 20 % of the health service, medical technical device or medicinal product (e) all others shall pay in full for health services, medical devices and medicines. Everyone is liable for the co-payments - both children and adults. - All insured persons should be given an invoice after the health service has been provided so that they can see how much the health service cost, even if they paid nothing for the health service. The invoice can also be sent automatically by email using the information system. The same applies to medical devices and medicines. - The possibility for unemployed people who are 'on sick leave' to receive a benefit paid by the Health Insurance Fund should be abolished. The right not to look for a job or not to report to the Employment Service in the event of sickness should be retained, but the right to a cash benefit paid by the Health Insurance Fund should be abolished. The reason: because the unemployed person is on sick leave, the employer does not lose earning potential (no lost working hours, etc., but the unemployment benefit has to be paid anyway). It is also an inequality before the law, since pensioners, who also receive money from social insurance, do not have the right to receive sick pay from the Social Insurance Fund. - The payment of contraceptive pills to the ZZZS should be abolished, because no health insurance company in Europe pays for contraceptive pills. - Introduce a social cap for compulsory health insurance of 4 average gross salaries. Those earning more than 4 average gross salaries do not need to be covered by compulsory health insurance and can pay for all health services themselves.
