Dear Sir or Madam, I propose to introduce general warnings and reminders for minor traffic offences and, with all the technology available today, to introduce a register of offenders who have already been warned. Example: - if a pedestrian crosses the road outside a pedestrian crossing, he/she is warned for the first time without paying a fine, and is fined for the next time he/she commits the same offence (which is verified in the register of those already warned). - If a pedestrian does not have a firefly at dusk, a police officer may give it to him free of charge at the first offence, give him a friendly warning, and charge him a fine at the next offence (to be checked in the register of those already warned). - if a pedestrian walks on the right hand side of the road, he/she is warned for the first time and pays a fine for the next offence. The same could be done for minor traffic offences (driving 10 km over the limit, etc.).
