Hi, I'll just briefly outline my proposal, which I have discussed several times with acquaintances. As we know, there are more and more unemployed people in institutions in Slovenia, but there are also some from before who have just exploited the institutions ... My proposal: Anyone who wants to receive social benefits from an institution must do a certain number of hours of socially useful work each month, otherwise they are not entitled to social benefits. The good side of the measure: - when a person loses his job, he is usually cut off from the world and desocialised. This also results in poorer conditions for re-employment and, over time, more difficult re-integration into the workforce. - Many of the jobs that are currently overloaded on other services could be done by social benefit recipients. - Exploitation of the Job Centre and social benefits would no longer exist (at least not as widespread) Example of exploitation today: I know of a person who does not want to finish high school, and has instead applied to the Job Centre, receives social assistance, and also attends PUM (an organisation that pays €1/hour + travel costs to come to their premises, where he can spend the whole morning on Facebook or doing whatever he likes). He is registered in another municipality, so he gets a pretty good travel allowance to PUM and he is doing nicely month to month on just over 700€ a month. A perfect example of state exploitation. If this continues, Slovenia will soon be a country of the unemployed, because everybody will be making a living and nobody will be working. This proposal would actually, roughly speaking, increase the number of people employed by the state. In time, these people who receive social benefits can also be employed in these jobs where they do socially useful work. Regards, Boštjan
