I propose to the Government of the Republic of Slovenia to abolish the past service allowance, i.e. 0.33% for each completed year of service, and the continuity allowance, i.e. 0.33% for each completed year of service from and including the sixth year of service in the civil service, in both the public and state administration. The salary grades shall remain as before. The salaries of young workers in the police, the army, customs in the ministries are extremely poor and unstimulating. A young worker who has no previous work, no permanence and no minimum pay grade (and a pay freeze on top of that) cannot get anywhere with his salary, he is nailed from the start. I remember the time when I first started working myself. A colleague of mine, a real expert in his field, before he retired, had only a 15% increase in salary because of his past work, and that was it, after I had finished my apprenticeship, of course. At that time, there was no permanence, no salary grades, just the basis of the profession and the job you were doing or occupying. But permanence and past work also make the old worker more expensive, so that he is no longer really interesting to the employer. Each pay grade brings a 4% increase in basic salary, i.e. at grade 10, half the salary of a young worker with an apprenticeship. I think that is more than enough. The funds obtained by abolishing past service and permanence can be used to increase the starting base in individual professions. In this way, we can guarantee a decent wage for the young worker and a place for the old worker with an employer who will no longer be too expensive and economically unattractive for him.
