Hello, As we know, every prisoner is a financial burden for the state. I think it would make sense if, instead of sitting in overcrowded prisons, prisoners paid their debt to society in a constructive way that would actually benefit society as a whole. As far as I know, a system of community service is already in place in Slovenia, but only as an option to replace a prison sentence of up to two years. It is all the responsibility of the Centre for Social Work. (Someone correct me if I am wrong.) I propose the introduction of compulsory forced community service for ALL offenders who would earn a prison sentence. This work would range from minor community service (for minimal offenders) to the most severe physical work for offences such as: rape, premeditated murder, child abuse, dealing in hard drugs, serious economic crime, etc. In this way, the State would profit by exploiting free labour. Prisoners would not be paid for their work, they would only be provided with food and medical care and, if necessary, transport to their place of work. Prisons could be converted into workshops for production. In the case of heavier work outside the prison complexes, prisoners would be closely supervised by trained units of guards, who would use various coercive means (including weapons) to maintain discipline and ensure security. Field work could be carried out, for example, in the agriculture, forestry or construction industries, in the building of road infrastructure, in quarries, etc. In my opinion, the work would also have a positive impact on the possible later re-socialisation of certain prisoners - we know that work strengthens the body and mind ;) This is just a draft - an idea that came to me, without much detail, so I expect constructive counter-arguments and of course feedback from the competent authority.
