Some time ago I sent this proposal to the Transport Committee of the National Assembly, but they did not think it worth replying to the message. What I am proposing is that a provision be built into our legislation whereby drivers who do not commit any offence (even the slightest) within a certain period of time would receive some kind of bonus (for example, a discount on the toll for national roads or something like that. Why not incentivise good drivers instead of just punishing offenders? The cost of the bonuses could be covered by increasing the penalties for more serious offences. Even with children, praise achieves more than reprimand, and I suppose that Slovenians would be quite keen to get a bonus. The result would be greater compliance with road traffic rules and, consequently, fewer accidents. Increasing the penalties, i.e. a stick without a carrot, does not have sufficient effect, because the main offenders continue to drive unhindered by the (in)punctuality of the courts.
