I propose to close the city centres to all traffic between 7:00 and 20:00. Except for passenger traffic.
In fact, they are open to electric cars, on which the state only pays a 5% tax, not 30% of the purchase price. The same applies to gas-powered cars.
The exceptions would be all other cars, provided there are at least 4 passengers.
Everyone else would have tokens for how many times a month they can drive their car into the city centre.
At the same time, we would improve passenger transport in cities and create parking lots and car parks in front of cities, where the price of parking for the whole day would be only €5, for example, which includes transport to and from the city centre.
Of course, monthly variants would also be in place.
