Given the situation in Slovenia with regard to the payment of social assistance to the unemployed, I propose that public works be introduced for all the unemployed. I propose this for the following reasons and consequences: - social assistance to the unemployed is in most cases higher than the minimum wage of an employee in the economy. I know of at least 3 concrete cases (there are, of course, hundreds of them in Slovenia) where people are happy to be unemployed because, in addition to receiving social assistance, they also generate part of their income by working illegally - that is to say, public works would reduce at least part of the illegality of work, because the unemployed person would not have time to work illegally; - public works would make it easier for the unemployed person to overcome social exclusion from society and exclusion from the process of being useful to the state and society as a whole. - The 6-8 hour public works week would allow for constant supervision. - Unemployed people would be seen by those in employment as people who are useful to the state. Given that these unemployed persons would clean up the neighbourhood, help build various local infrastructures, help organise various cultural and sporting events, help the elderly, people with special needs, sick people,.... the divisions in society would be reduced and everyone would feel useful to our environment. - The country as a whole would need less resources to function, as we would do a lot of the work we currently pay companies to do through public works. - In public institutions (kindergartens, schools, health centres, nursing homes, ministries, etc.), the unemployed would form a flexible part of the public administration that could be expanded according to the current needs of the public administration. E.g. when the snow falls, we need people to clear the pavements, local driveways, etc., so why not use the money earmarked for social assistance so that people in employment who pay contributions to the state also get something out of it. - The difference in the state of mind of a person who is active and a person who considers himself useless is probably more than obvious to most. - A person would probably think a few times before applying to the Employment Service, but now it is possible for just about anyone who is unable to work to benefit from the privileges of social assistance. - We would certainly develop better as a society if we exploited our working potential. - Last year's pan-Slovenian waste collection campaign proved that we are very receptive to public works and that we like to take part in this kind of thing. The problem is obviously only in the good organisation, which the state should do for us and organise this public works well. Part of the organisation of public works would also fall to unemployed people who are highly educated. Given that the idea may look as if it is from the previous 'red' times, believe me, the proposer is not from those times (I am 33 years old). I am an actively employed person who does not understand that the state of mind in Slovenia with regard to work values is at such a low level and that everyone is just looking to take from our country. We need to realise that we are all in the same country and that everyone can contribute to making society as a whole better off by playing their part to the best of their abilities. Let us try to put aside the injustices that happen when the upper classes get unjustly rich. Let us be better than them.
