I would suggest that the government improve passenger transport by bus, in the direction of replacing large buses with mini-buses (12-30 people) on local routes (where there is not a lot of passenger traffic). I myself take the bus to work and there are never more than 12 of us on the whole bus, which can carry 50 people, which is of course a great pity, because the bus is always unused.
This would reduce emissions (less consumption), speed up traffic (more acceleration), reduce operating costs (cheaper servicing), reduce traffic congestion (smaller vehicle dimensions), etc.
