Any employer who has a vacancy must notify the Employment Service (ESRB). If it has a pre-selected candidate, it must also notify the ESRB, including the candidate's name and surname and evidence that he/she meets all the conditions laid down by law (which the ESRB can verify). In this case, it is not necessary to advertise the vacancy online or in the media. If there is no candidate for the post, the ZZRS will publish the vacancy online and in the media. This would, in my opinion, prevent a whole bunch of apparent vacancies and would give the ACLU a true picture of the actual situation on the labour market. Judging by the list of vacancies, it would seem that the latter are vacant, but what with most of them having been filled in advance. At the same time, it would also prevent recruitment without the right conditions. In practice, employers are recruiting people who do not have the right conditions. Since each employer would report the vacancy to the AACC and the name of the candidate, if any, the AACC would be able to check whether or not the candidate meets the conditions. And if not, it could report the employer's intention to the relevant institutions.
