I don't know if there's any penalty or anything... I suggest:
Given that there are several cases of false negative PCR tests for coronavirus from Macedonia (also other countries), I suggest every person you get with a false test to pay a fine of 1000€ (no exception if you pay within 14 days it will be half), at least those of us who come with an honestly made PCR test so that we don't go into quarantine.
