Hello. The summary of the proposal is that we suggest to the Government to consider the possibility of adopting new measures in Slovenia in the field of bookkeeping, accounting, auditing, financial and other related service activities in the economy, with regard to the setting of deadlines for the entry into force of adopted amendments (laws) in areas where the adopted laws have a significant impact on the organisation and the implementation of the laws themselves in practice. Employees working in these fields should also be entitled to a longer annual leave, similar to that of teachers and judges, so that they can literally recharge their batteries and reboot themselves, so that they can complete their 40 years of pensionable service without any major health consequences. YES, employees will be able to have a peaceful Christmas and take an hour a day for their families. Anyone who works in the above-mentioned areas of the economy knows how many sleepless nights they have had, how much organisation and how much giving up is required at the expense of passing laws overnight!!! Practical examples: On 31.12.2020, the so-called #PKP7 was adopted in the Official Journal and entered into force the very next day, i.e. on 1.1.2021. What happened in practice? Most of the companies in the economy, due to the month-end closing, have to have their balance sheets closed and all other activities that go along with it already on the 5th calendar day of the month at the request of the owners. However, companies owned by foreign owners expect or require reports for the current month on the last calendar day of the current month. So, we in the economy in the above mentioned areas had to make sure that we digested the whole #PKP7 in just one day on 31.12.2020 and implemented it in our books to report the right data to the owners, the state and other authorities (Furs, Ajpes, etc.). At this point, hats off to all the employees working in the above mentioned areas, because they are like little gods to be able to digest, process and implement the whole PKP7 in one day! In the meantime, certain authorities from whom we have come to expect key information for reporting and accounting e.g. labour costs have gone on collective leave until 10.1.2021!!!! Another example: The current law on the minimum wage in the Republic of Slovenia defines the amount of the minimum wage as of 1.1.2021 linked to the cost of living calculation. In an online post, after about three hours of research on the subject, I found that the announcement of the negotiation decision and the actual definition of the new minimum wage in the RS will be made by 31.1.2021 at the latest. The negotiations themselves have been going on for several months, and at the end of the chain we will be implementing the changes to the law again in less than a day!!!! Are you kidding me!!!! The economy is already planning the level of labour costs in September for the next calendar year!!! So on 31.1.2021 we in the economy will only know where we are with this cost according to the negotiations... And what's more, on 31.12.2021 we will again have to make sure overnight that 220.000 economic operators in Slovenia will calculate wages correctly!!! This and similar stories have been going on for years. On the other hand, the Statistical Office has about 3 months to publish the latest average wage in Slovenia. As of today, the last known average wage in the Republic of Slovenia for the month of October 2020 is!!!! ENOUGH of time pressures and last minute law making!!! At this point, we ask all of you who understand the proposal in practice to help ensure that also in the economy we have a transition period of no more than 30 to 60 calendar days, so that we can do our work even more efficiently, on time, without severe time pressures, without sacrifices, without sleepless nights. So that companies can plan the second most important cost (wage costs) after the cost of materials in production in time, so that they have the legal basis in time and finally have enough time to digest the laws adopted and implement them correctly in their business. Organisation is key! Finally, let the government take care of this part of organisation too! P.S. As well as court holidays and teachers' holidays, the state should also cover the cost of holidays for the employees working in these fields. I think that this measure will also increase interest in this profession, which is largely shunned by the vast majority because of time pressures.
