Dear Sir or Madam, The proposal concerns the period after the end of the epidemic and the measures related to the epidemic. It is well known that our social system does not encourage certain groups of people to actively look for work and to behave responsibly. I quote: 'Individuals do not receive enough resources from the state to cover the minimum cost of living, and families where both parents are unemployed receive as much as families with parents on the minimum wage. The social assistance system in Slovenia is not working. A family where neither parent is employed can receive more than the equivalent of two minimum wages through state aid. I propose to limit the cash payment as follows: 1.) The extent of the restrictions - subject to restrictions: cash payments of social assistance, child allowances and one-off allowances - not subject to restrictions: unemployment benefit (derived from insurance and time-limited in relation to length of service), maternity/parental allowance, scholarships, subsidised school meals and other forms of subsidy where the family does not receive money directly into the account (e.g. staying in non-profit housing is not interrupted) - partially subject to limitation: subsidy for kindergarten fees - if at least one parent is at home and receives social transfers from the state, the stay in kindergarten is subsidised for 4 hours a day (for socialisation of the children, hot meals). If they want to have their child in kindergarten for the whole day, they have to cover the difference for each child - or, as some kindergartens do not differentiate in price between 4 and 8 hours, the parents would have to pay extra €60 per month for such a child. 2.) Exceptions: - restrictions apply only to those of working age - i.e. disabled children are exempt - families where one member has to take care of a disabled family member (disabled child or partner) are also exempted 3.) Timeframes: - In the first year, when the conditions for receiving assistance are met, the individual/family is entitled to 100% of the total amount paid in cash. - in the second year after the conditions arise, the individual/family receives 80% of the funds, - third to fifth year: a maximum of one average wage is paid in cash to the individual/family. - from the fifth year onwards: a maximum of one minimum wage is paid in cash to the individual/family. As mentioned above, the limit applies only to cash payments, with the exceptions mentioned above. Solidarity is necessary and necessary, but for the sake of the budget, limits are necessary.
