Proposal to amend the Insurance Act For many years now, organisations that carry out technical inspections have been dealing with staffing problems in the area of clerks and inspectors. The conditions for entry to the post are statutory and very specific, and we do not have a wide pool of candidates to choose from for entry to the post of clerk and inspector. However, when we recruit a person who has to fulfil these conditions before he can work independently, he has to pass a number of examinations, some of which are (unnecessarily) very extensive and demanding. For the post of technical inspection clerk, the training and authorisation period with the various agencies (AZN, AVP, ZUP professional examination, etc.) is therefore about 1 year or more! Which seems to us to be absolutely too much for such a post. You can imagine how difficult it is to replace a person who leaves such a post. Today I would like to draw your attention to the pointlessness of the examination for the insurance agent's licence, which the clerk has to pass in its entirety, even for areas which this post holder will NEVER encounter, as he/she will only be underwriting motor insurance in this post. The examination for the insurance agent's licence covers 8 areas: 1 financial area 2 insurance law basics 3 insurance and reinsurance marketing, consumer protection and business ethics and personal data protection 4 property insurance 5 life insurance 6 insurance investment products 7 reinsurance 8 prevention of money laundering and terrorist financing in the insurance sector www.zav-zdruzenje.si/izobrazevanje/poklic-licenca-za-zavarovalne-zasto... I do not think that at least 4 of the 8 points are necessary for a person who only underwrites motor insurance. I would suggest that a separate examination be prepared for technical inspection clerks in the areas actually required for underwriting motor insurance at technical inspections. However, the insurance agency licence should apply only to motor insurance. I also find it controversial the way in which the board assesses the candidate who takes the written examination must pass all 8 areas with a pass mark of at least 60% in each area, so even if you pass 7 of the 8 areas with flying colours and fail in only one area, you fail the examination. Thus, many candidates fail the exam at the first attempt. Let's not forget that candidates are not students, but employees who prepare for the exam in their spare time. In the hope that you will reflect on the advisability of such a demanding and comprehensive examination for the post of technical inspection clerk, I would like to welcome you.
