I propose to increase the penalties for littering/littering, as litter is often found around cities and in forests. In the inner city, this rubbish is picked up by garbage collectors, but around towns it is rarely cleaned up. This litter is an attraction for young children, who in the early years stuff it all in their mouths.
 
In addition to raising the penalties, I would suggest that these acts be sanctioned more frequently. The example is Singapore, where penalties have been raised, but the city is extremely clean.
