I propose that the state pays the same amount of state aid to all citizens, because by funding the unemployed it automatically discriminates against those who have taken up employment and have taken on responsibilities. Or it should introduce social transfers for loan assistance for which the individual will have to answer. I add explanatory notes for better understanding. 1* Let social assistance be defined as emergency and non-emergency. (Urgent) are considered as bare subsistence and should not be more than three times a year, with a social worker granting eligibility on the basis of proof. (non-emergency) would be based on the financial situation of a family that has suffered a sudden loss of job or other financial blow, and the assistance would not last longer than three months, it would be considered as a loan transfer without repayment interest. An informative repayment schedule would also be made, which could be in the form of a sum of money not to exceed two years, or in the form of the recipient's ability to work. (ZRSZ) Example: -assistant to the residents in a nursing home, -cleaner in public and municipal institutions, -a companion for people with reduced mobility, - and all the other jobs we taxpayers pay to intermediary companies. 2* Every adult person of the Republic of Slovenia should be granted a statutory subsistence allowance, and for minors a child allowance should be regulated, which is not affected by the financial situation of the legal representatives (I have not found anywhere an article regulating the equality/priority of children according to the social situation of their family). there are many other options that are fairer than the current ones, but the authorities should think about them instead of worrying about everything else.
