Dear Sir or Madam! The Government is making a real effort to distribute the financial package to save individual lives and the country's economy fairly. I believe and hope that the Government is truly aware of the terrible plight of the disadvantaged and will correct the 'mistake'. After all, EU and ECB economic policy has defined financial measures to target the rescue of economies and individuals, and the self-employed population in question really does qualify for assistance. I would ask the Government to think again about the population that would be unfairly disadvantaged under the current 'February criteria': the self-employed. By making the month of February an orientation for the decline in the income and business of the individual self-employed, a financial tragedy would occur, and many people are and would continue to be without any income at all: construction workers, seasonal tourism workers, landscapers, architects, artists, etc. The beginning of the calendar year is the "dead season" for many, always. And it is indeed always, as a rule, for many who have a specific nature of employment, the months of January and February. And then with March comes the spring awakening of demand and business. So the beginning of spring, when business would have flowed according to the natural rhythm of each year, it did not, because of the pandemic, and consequently, of course, business was cancelled until at least the summer. A whole range of tourism-related professions are tied to the seasonality of business, where the whole winter is completely unprofitable. The work of the bricklayer, the landscaper, the small fruit and vegetable grower, etc., is tied to the naturally unsuitable winter conditions. The seamstress, the potter, the home and family decorator, the painter, the architect, etc., are all tied to the frequency of general consumerism, which peaks in December and does not pick up until at least March. We are talking here about the self-employed who are not part of some umbrella organisation or system to fall back on, even though they live on very low incomes, many below the poverty line. With the physical labour of their hands and the ability to get work orders on the spot, they work, they pay taxes, they pay contributions, they persevere bravely and they stay in work even when they think that it would be easier and simpler to survive if they gave up business and lived on social support. These are people who, perhaps because of the nature of their profession, have had an income of EUR 00.00 for the last two or three months, as I said. These are people who, in spite of this, pay their contributions and taxes regularly. These are the people who always have to tighten their belts to the point of starvation in December in order to pay their obligations to the State even in the 'dead season' and to see business restart on a bare subsistence minimum. These are the people who had no income in the month of February, which is currently defined as the only month that counts for eligibility. These are the people who, according to socio-economic criteria, are currently falling rapidly below any recipient of either state social assistance or the lowest pensions... These people do jobs, and produce things that are not really of primary importance for the human consumer to survive, but give (only) a certain quality and added value to existence- so even when the world is somehow shaped by a pandemic or an epidemic, and the inevitable time of a global recession comes- they will still be on the verge of survival, if they survive until then, because consumerism will be based only on primary needs. I therefore propose to the Government that this group demonstrates the undeniable and imminent and real decline in business and incomes due to the effects of the pandemic with a longer period of at least six months. I suggest and I ask the Government to reconsider this unfortunate February as a starting point. Many are fighting a hard battle for their livelihood and are literally without a piece of bread until this law is fixed. Greetings and thank you for your efforts for our future. Thar Sa
