Many people do not even know when they retire that their rights under the statutory health insurance have ended, and they may experience inconvenience if they need a health service from a general practitioner or in hospital. The Pension and Disability Insurance Fund only arranges the new pensioner's basic health insurance with the Health Insurance Fund when the first pension is paid. In the meantime, there is a clear legal vacuum which allows Article 78 of the Health Insurance Act to be disregarded in an appropriate manner. Also, the publicly published instructions of the Health Insurance Institution do not contain the prescribed forms and documents to regulate this type of potential problem for new pensioners, and I therefore propose that the law regulate the described problem in such a way that the procedure for claiming the right to a pension is supplemented by a preliminary procedure that will also allow transparency for claiming the rights under the compulsory health insurance directly at the time of retirement.
