I propose that information on flood and landslide risk be included as a mandatory component of location information, certificates of intended use, building permits and real estate contracts. The benefits and effects of this do not need to be pointed out, but it will limit, above all, the moral hazard in the sense of I buy a worthless piece of flood-prone land and make sure it is buildable, and I impose the cost of remediation on the buyer and on society as a whole, because I believe that a person in his right mind would never buy such a property if he knew that it was at great risk.
