I propose that the offence of stopping in a tunnel, under a bridge or anywhere else where there is a canopy for the reason of "protecting the vehicle from hail" be made an offence in the Zvcp. This has become a phenomenon in Slovenia, where every time it rains, people unceremoniously stop on the motorway in tunnels and under bridges.

 
The proposed penalty should be the same as for an excessively drunk driver, with the addition of vehicle recycling. So the vehicle would be impounded and "cubed".
